Working with  San Bernardino Valley Municipal Water District to develop its Hazard Mitigation Plan and update their Risk and Resiliency Assessment to stay in compliance with the American Water Infrastructure Act.

Currently, supporting East Valley Water District to evaluate the District's emergency management program. Tandem has supported review of the Risk and Resiliency Assessment, Emergency Response Plan,  and Urban Water Management Plan.  As part of this process, Tandem will be creating a District Emergency Operations Center Standard Operating Procedures and Tabletop Exercise.

Before starting Tandem Solutions, Francisco Soto was the City of Long Beach Emergency Manager. Responsible for leading response operations for the COVID-19 pandemic, Civil Unrest, Elections, Homelessness Crisis, Evacuation, Flooding, and Presidential Visits. Developed and managed the City's emergency plans, including the EOP, Hazard Mitigation Plan, and Evacuation Plan.

 Staff led and authored the City's Emergency Operations Plan. The EOP was developed with the help of a City Planning Team and included key Roles and Responsibilities, Crisis Communications, Resource Management, and Hazard Specific Annexes.

 Staff led and authored Los Angeles County's first Mass Fatality Incident Plan. Plan development included informational interviews with key staff, Disaster Mortuary Operations Response Team leaders, and a review of past Mass Fatality Incidents. The finalized plan included Notification/Activation,  Roles and Responsibilities, Resource Allocation, and Operational Area coordination. The finalized plan was presented to Coroner personnel in a department workshop.

 Staff led and supported the development of the City's first Family Assistance Center Plan. The plans objective is to provide a place for families of disaster victims to obtain information about their loved ones, and obtain emotional, social and other support services. Plan development included, hosting planning meeting, informational interviews, review of past FAC activation incidents, and two facilitated tabletop exercises.

Former Emergency Manager for the Municipal Water District of Orange County, which supported 34 water and wastewater utilities through planning, training, and exercise support to its member agencies, and assisted response operations for fires, floods, and power outages.

 Development and facilitation of a County-wide training and exercise program to prepare water utilities to respond to an unknown contaminant in the water system. The program included coordination of the Fire Department, Law, DDW, and various water districts.
