Tandem Projects - Current

Working with  San Bernardino Valley Municipal Water District to develop its Hazard Mitigation Plan and update their Risk and Resiliency Assessment to stay in compliance with the American Water Infrastructure Act.   

Currently, supporting East Valley Water District to evaluate the District's emergency management program. Tandem has supported review of the Risk and Resiliency Assessment, Emergency Response Plan,  and Urban Water Management Plan.  As part of this process, Tandem will be creating a District Emergency Operations Center Standard Operating Procedures and Tabletop Exercise.

Currently, supporting  City of Pittsburg, California develop a new Continuity of Operations Plan to include critical and essential functions, contingency staffing plan,  vital records, and data management. 

Currently, supporting  San Lorenzo Valley Water District to develop its first Hazard Mitigation Plan. 

Supporting  San Mateo County Health to update the Chemical Surge Annex to include roles and responsibilities, activation triggers, mutual aid, and communications. Additionally, developed and conducted a Tabletop Exercise to test the updated annex with agencies from the county's Healthcare Coalition. 

Currently, support the development of a COVID-19 After Action Report; Tandem will provide support in plan writing, conducting subject matter expert interview, analyzing key response documents and resources, and authoring the final AAR. 

Currently, In development of the City's Emergency Operations Plan, COVID-19 After Action Report (AAR), and Tabletop Exercise AAR to inform future updates to the Emergency Operations Plan and the City's Emergency Management program.   

In development of four Dam Event Action Plans that include roles and responsibilities of impacted jurisdictions, notification flow charts, and pertinent information about the Dams.

Supported the development of the County's Emergency Operations Plan, provided subject matter expertise, and prepared the plan for CalOES review.  

 Developed the Emergency Operations Plan and EOC Standard Operating Procedures,  created three EOC status boards to track resources, incidents, and critical infrastructure.   

Before starting Tandem Solutions, Francisco Soto was the City of Long Beach Emergency Manager. Responsible for leading response operations for the COVID-19 pandemic, Civil Unrest, Elections, Homelessness Crisis, Evacuation, Flooding, and Presidential Visits. Developed and managed the City's emergency plans, including the EOP, Hazard Mitigation Plan, and Evacuation Plan.

 Staff have led and authored the development of the City's Local Hazard Mitigation Plan. This project included reviewing current response and planning documents, several planning meetings, Risk analysis, public engagement, and plan submittal to CalOES and FEMA.

 Staff led and authored the City's Emergency Operations Plan. The EOP was developed with the help of a City Planning Team and included key Roles and Responsibilities, Crisis Communications, Resource Management, and Hazard Specific Annexes. 

 Staff led and authored Los Angeles County's first Mass Fatality Incident Plan. Plan development included informational interviews with key staff, Disaster Mortuary Operations Response Team leaders, and a review of past Mass Fatality Incidents. The finalized plan included Notification/Activation,  Roles and Responsibilities, Resource Allocation, and Operational Area coordination. The finalized plan was presented to Coroner personnel in a department workshop.  

 Staff led and supported the development of the City's first Family Assistance Center Plan. The plans objective is to provide a place for families of disaster victims to obtain information about their loved ones, and obtain emotional, social and other support services. Plan development included, hosting planning meeting, informational interviews, review of past FAC activation incidents, and two facilitated tabletop exercises. 

 Supported the development of a Communicable Disease Tabletop Exercise which included planning team meetings, exercise support, and the development of a After Action Report. 

Former Emergency Manager for the Municipal Water District of Orange County, which supported 34 water and wastewater utilities through planning, training, and exercise support to its member agencies, and assisted response operations for fires, floods, and power outages.  

 Development and facilitation of a County-wide training and exercise program to prepare water utilities to respond to an unknown contaminant in the water system. The program included coordination of the Fire Department, Law, DDW, and various water districts.  

Supported the development of an EOC functional exercise in response to a simulated disruption to the water system due to an earthquake. Planning included training staff on their EOC roles, Response Plan workshops, and EOC form review.  

  Staff-led development of the City's first Mass Fatality Incident Plan and Alternate Care Site Plan. Each plan included coordination with key stakeholders including the Fire Department, Law, Mortuaries, County EMS, hospitals, and Pasadena City personnel.
